Drunk & Drive

I read a article in a weekly magazine site, stating that if a person has drunk and drive, as per Indian Motor Act Section 185, he will be imprisonment up to 2 years or fine up to Rs. 3,000/- or both. Also the same article has mentioned that the persons Driving license cannot be canceled or revoked from him.

I am not sure on what basis these rules where framed.

Is that 2 years of life is only equal to Rs. 3,000/-?

Is that after paying the fine and 2 years imprisonment he can again drive...??? may be again drunk and drive???
